Site Accountant – Business Finance (Railway Projects)
Role Overview
The Site Accountant – Business Finance is responsible for managing all financial, accounting, and administrative functions at the railway project site. The role ensures accurate financial record-keeping, statutory compliance, and seamless coordination with the Head Office (HO) finance team to support efficient project execution within approved budgets and company policies.
Key Responsibility Areas (KRAs)
1. Site Planning & Readiness
Ensure site administrative readiness including manpower deployment, accommodation, transportation, and office infrastructure within approved budgets.
Coordinate onboarding of site vendors, contractors, and service providers as per project requirements.
Maintain vendor documentation including contracts, statutory registrations, and payment details.
Support project mobilization activities and ensure administrative arrangements are completed before site execution begins.
2. Execution of Site Accounts & Finance
Maintain
daily site accounts
, including cash book, petty cash management, and voucher documentation.
Record and track
petty cash expenses
, ensuring compliance with approval limits and company finance policies.
Process
vendor and contractor bills
after verifying certified supporting documents and work completion status.
Maintain
daily manpower attendance records and deployment registers
for engineers, staff, and labor.
Conduct
vendor bill reconciliation on a fortnightly basis
to ensure payment accuracy.
Perform
weekly imprest cash settlements
and report balances to the Head Office finance team.
Ensure accurate deduction and accounting of
statutory payments including TDS, GST, and other applicable taxes
.
3. Financial Closing & Compliance
Prepare and submit
monthly site expenditure reports and MIS statements
to the Head Office within defined timelines.
Maintain proper financial documentation to ensure
audit readiness at all times
.
Support internal and external audits by providing necessary financial data, registers, and supporting documentation.
Monitor site expenses against budget allocations and highlight deviations to project leadership and finance teams.
4. Project Coordination & Reporting
Act as the
primary coordination point between the project site and Head Office finance/administration teams
.
Submit
contractor RA bills and other expenditure documents
in the required format for payment processing.
Share periodic reports including:
Site expenditure status
Contractor bill status
Labor deployment summary
Logistics and operational costs
Track financial progress of the project and support cost control initiatives.
5. Compliance, Safety & Asset Control
Ensure compliance with
statutory requirements such as labor licenses, contractor agreements, and tax registrations
.
Maintain and update
statutory registers and site financial records
as per regulatory requirements.
Maintain
site asset registers
for equipment, tools, and vehicles and support periodic verification.
Ensure availability of
PPE kits, safety materials, and welfare facilities
in coordination with the project team.
6. Learning & Development (Swadhyaaya)
Participate in
minimum 24 hours of training annually
covering finance systems, compliance, ERP tools, and project finance management.
Continuously enhance knowledge related to
railway project finance, statutory compliance, and financial controls
.
Qualifications
Bachelor’s Degree in
Commerce / Accounting / Business Administration / Finance
.
Certification in
Tally / ERP / SAP or similar accounting software
preferred.
Experience
2–5 years of experience
in site accounting or project finance roles.
Preferably within
railway, infrastructure, EPC, or construction projects
.
