Job Summary
The Procurement Leader is responsible for managing end-to-end procurement activities for railway infrastructure and B2B EPC projects, ensuring timely, cost-effective, quality-driven sourcing of materials, subcontract packages, and services.
The role involves strategic sourcing, procurement planning, vendor development, contract management, procurement analytics, commercial negotiations, tender support, budgeting, risk mitigation, and supply chain optimization to support seamless project execution and business profitability.
The candidate will drive procurement excellence by ensuring procurement activities align with project schedules, PAT objectives, budget requirements, delivery commitments, and organizational procurement policies while ensuring compliance with railway industry standards and commercial governance requirements.
The role requires strong commercial acumen, supplier relationship management capability, negotiation expertise, analytical skills, and leadership capability to manage procurement operations across multiple railway and infrastructure projects.
Roles & Responsibilities
1. Procurement Planning & Strategy
Develop and implement procurement strategies aligned with business objectives, PAT targets, and project execution requirements
Prepare procurement plans aligned with project schedules, budgets, and operational priorities
Forecast procurement requirements in coordination with Engineering, Planning, Finance, Projects, and Business teams
Drive procurement planning to ensure material availability without impacting project schedules
Monitor procurement budgets and support cost optimization initiatives
Identify procurement risks and establish mitigation strategies to minimize project execution impact
Support business profitability through effective procurement planning and commercial optimization
2. Strategic Sourcing & Vendor Development
Lead strategic sourcing initiatives for materials, subcontract packages, and project requirements
Identify opportunities for vendor development, alternate sourcing, and strategic supplier partnerships
Identify strategic procurement opportunities including white-labelling and long-term sourcing arrangements
Conduct supplier evaluations considering commercial competitiveness, quality standards, delivery capability, and technical compliance
Develop and maintain a strong vendor ecosystem for railway infrastructure projects
Conduct market assessments and pricing trend analysis to support sourcing decisions
Drive supplier performance improvement initiatives and supplier relationship management programs
3. Tendering & Commercial Support
Manage RFQ, RFP, and tender procurement activities in accordance with organizational procurement procedures
Support tender and bid management teams through procurement cost inputs and commercial analysis
Coordinate vendor quotation evaluations based on technical compliance and commercial parameters
Lead techno-commercial discussions and negotiations with suppliers and subcontractors
Support budgetary estimates during business development and tendering stages
Analyze procurement risks and commercial implications during tender preparation
4. Procurement Execution & Order Management
Ensure procurement ordering activities are completed within approved timelines and budgets
Manage Purchase Order preparation, approvals, and procurement documentation
Track procurement status, delivery commitments, pending orders, and supply risks
Coordinate with project execution teams to ensure procurement schedules align with project requirements
Monitor procurement lead times and ensure timely material deliveries
Proactively resolve procurement bottlenecks and supply chain issues impacting execution schedules
Ensure procurement compliance with approved commercial terms and procurement governance frameworks
5. Cost Control & Commercial Management
Drive procurement savings initiatives through strategic sourcing and commercial negotiations
Analyze procurement spend trends and identify cost optimization opportunities
Monitor procurement budgets versus actual procurement expenditure
Evaluate raw material market fluctuations and procurement pricing trends
Support achievement of business financial objectives through procurement efficiency improvements
Develop procurement MIS reports, procurement trackers, and management dashboards
Ensure procurement activities align with approved budgetary controls and financial objectives
6. Vendor Bill Verification & Reconciliation
Coordinate with Finance and Accounts teams for reconciliation of procurement bills and vendor payments
Verify vendor invoices against Purchase Orders, material receipts, and approved commercial terms
Monitor pending procurement liabilities and vendor payment closures
Resolve procurement-related discrepancies impacting financial closure
Ensure commercial documentation accuracy and audit readiness
7. Inventory Planning & Material Coordination
Monitor raw material availability and procurement planning requirements
Coordinate delivery schedules aligned with project execution timelines
Work closely with Stores and Logistics teams to ensure uninterrupted material availability
Minimize procurement delays and inventory risks impacting project schedules
Support inventory optimization initiatives through planning and procurement forecasting mechanisms
8. ERP Systems & Procurement Analytics
Drive ERP-based procurement tracking and reporting mechanisms
Support digitization and automation initiatives within procurement functions
Ensure procurement MIS data accuracy and reporting governance
Utilize procurement dashboards and analytics tools for decision-making support
Drive process improvement initiatives through procurement analytics and operational insights
9. Compliance & Documentation
Ensure procurement activities comply with:
Organizational procurement policies
Railway standards and specifications
Contractual obligations
Commercial compliance requirements
Safety and regulatory requirements
Maintain procurement records, contracts, vendor documentation, audit trails, and procurement approvals for organizational compliance and audit readiness.
