This role is critical in ensuring that last-mile delivery happens with quality, consistency, and accountability across rural livelihood programs.
THE ROLE
This is a field based supervisory role for a Block Officer under the Samaveshi Aajeevika Yojana of Meghalaya State Rural Livelihoods Society(MSRLS) being implemented in collaboration with the Sol's ARC. In this role, you will supervise the PWD specific interventions through Village Cadres(Changemakers) in the project geography. Your role would be to guide the Village Cadres on disability sensitive issues and processes through training and mentoring support, while also actively supporting the cadres in field implementation of PWD specific interventions.
You will support SHGs, producer groups, and community institutions, strengthen the capacities of village cadres, monitor field-level data and delivery quality, and ensure that program activities are implemented in a timely and effective manner across the block.

WHAT YOU’LL ACTUALLY DO
Field Supervision & Coaching
You will supervise and support a group of village cadres to ensure strong last-mile delivery across villages and community institutions within the block.
Provide guidance and training to field cadres on disability rights and processes for PWD focused interventions from identification, Identity document creation, Inclusion in community institutions and livelihoods.
Provide support on contextualization of livelihood training being implemented with a disability lens. Eg How to deliver effective training to ID PWDs.
Supervise and monitor PWD mobilization, documentation support, training and livelihood through coordination with field cadres
Identifying underperformance or implementation gaps and providing targeted support to improve results.
Ensuring Field Cadres understand targeted PWD Interventions processes, timelines, tools, and expected quality standards.
Supporting the day-to-day resolution of field-level operational challenges.
Coordination with the village cadres in the Block for the PWD-specific interventions.
Training and guidance support to Village Cadres on the tools and training modules developed by Sol’s ARC from a disability point of view.
Identification and mentoring of Divyang Mitras in the field.
Program Delivery & Quality Assurance
You will ensure that activities across the block are implemented on time and with quality. This includes:
Providing ToT to Village cadres on PWD focused tools and training modules· Ensuring that SHGs, producer groups, and other community-based institutions are engaged effectively and respectfully.
Tracking whether field implementation is aligned with approved program plans and standard operating procedures.
Promoting strong field discipline and consistency across villages and teams.
Overseeing the PWD interventions like deep profiling, identification, identity documentation enrolment, and inclusion in community institutions and livelihoods in the project area villages.
Practice and advocate disability-related rights and processes with stakeholders for effective implementation of interventions.
Data Validation & Reporting
You will ensure that field data is accurate, timely, and useful for decision-making. This includes:
Reviewing data shared by Village Cadres and validating its completeness and accuracy before submission.
Flagging discrepancies, inconsistencies, or delays in reporting and ensuring corrective action is taken.
Compiling block-level progress updates and reports for the District Coordinator.
Supporting the use of MIS tools, smartphones, and digital reporting systems by Village Cadres on PWD focused interventions.
Escalating key field trends, risks, and operational concerns with clear observations and suggested solutions.
Coordinating with Village Cadres on data collection for field progress for monitoring and reporting.
Regular coordination with HO on updates from the field and timely escalation of issues.
Documentation of success stories and field learnings.
Community & Stakeholder Coordination
You will build and maintain relationships with local institutions and stakeholders that support program success. This includes:
Coordinating with SHGs, VOs, CLFs, and other community institutions to strengthen local ownership of the program.
Working with line department officials, village-level stakeholders, and local ecosystem actors to support implementation.
Supporting district-level review meetings, training programs, exposure visits, and coordination events.
Acting as the key bridge between field realities and district-level planning.
Coordinate with stakeholders relevant for the project and maintain regular touchpoints with MSRLS regarding progress, challenges, and issues faced.
WHAT SUCCESS LOOKS LIKE
Developing an understanding of Social Inclusion rules for PWDs, Disability sensitive awareness for 21 disabilities as per RPWD Act, rights and processes related to PWDs.
All villages and field locations covered under the project within the block are regularly covered through planned field visits and supervision.
Village Cadres are well-supported, perform consistently, and improve through regular coaching.
PWD Mobilisation, training, and livelihood activities happen on time and with good quality across the block.
Block-level data is accurate, complete, and submitted on time with minimal errors.
SHGs, VOs, CLFs, and local stakeholders trust the program team and remain actively engaged.
Routine field-level challenges are resolved quickly, while larger issues are escalated with practical recommendations.
Community resource persons, local volunteers and Divyang Mitra are identified and supported effectively.

WHO WE'RE LOOKING FOR
Qualifications – Bachelor’s degree required in Social Sciences, Rural Development, Agriculture, Commerce, or a related field. Postgraduate qualification preferred.
Experience – Demonstrated experience working with SHGs, SHG federations, NRLM-type programs, or rural development/livelihood initiatives.
Strong understanding of community institutions and field-based program delivery.
Experience supervising field teams, supporting frontline staff, or managing block-level implementation will be preferred.
Fluency in the local language(s) is essential.
Familiarity with digital tools, smartphone-based reporting, and MIS systems is required.
Strong interpersonal skills and the ability to work respectfully with women-led community institutions.
High integrity and adherence to safeguarding, PoSH norms, and program SOPs.
Having a two-wheeler for regular field travel is mandatory.
