Job Title: Bid Estimation Specialist Department: Business Development / Bidding Location: Bangalore Experience: 5–10 Years Qualification: Bachelor’s degree in Electrical / Electronics Position Summary The Bid Estimation Specialist – Railway Signaling & Telecom will be responsible for leading cost estimation and bid preparation for signaling and telecom packages in Indian Railways and Metro Rail projects. The role requires strong expertise in tender analysis, estimation, compliance with RDSO/IRS specifications, and preparation of competitive techno-commercial proposals. The position involves cross-functional coordination with engineering, procurement, and project teams to deliver accurate and timely bids. Key Responsibilities 1. Tender Analysis & Estimation Review tender documents issued by Indian Railways, Metro Rail corporations, and allied authorities. Prepare detailed cost estimates for signaling systems such as relay/electronic interlocking, axle counters, track circuits, and point machines. Estimate telecom system costs including OFC networks, SDH, MPLS, CCTV, PA systems, and railway wireless solutions like radio/GSM-R. Develop BOQs and cost breakdowns in accordance with RDSO, IRS, and Metro Rail technical specifications. 2. Vendor & Procurement Coordination Source vendor quotations for signaling equipment from OEMs such as Siemens, Alstom, and Hitachi. Coordinate with procurement teams for rate contracts, vendor comparisons, and commercial negotiations. Maintain updated cost data for materials, equipment, and subcontracted services. 3. Compliance & Standards Ensure compliance with Indian Railway Standards (IRS), RDSO guidelines, and specific Metro Rail authority requirements. Incorporate safety, reliability, and SIL (Safety Integrity Level) criteria into cost models and estimation frameworks. Verify that all technical assumptions align with tender conditions and applicable standards. 4. Risk Assessment & Value Engineering Identify project risks including site constraints, regulatory approvals, resource availability, and utility shifting. Recommend cost optimization and value engineering strategies while maintaining full compliance with tender specifications. Support bid managers in financial risk assessment and pricing strategies. 5. Bid Documentation Prepare commercial bid documents, cost sheets, cash flows, and supporting justification notes. Assist in compiling techno-commercial proposals for final submission to Railways/Metro authorities. Draft clarifications and responses during the tender evaluation process. 6. Stakeholder Engagement Participate in pre-bid meetings with Railway/Metro authorities to understand scope and requirements. Provide technical and commercial clarifications during negotiation and evaluation stages. Work closely with engineering design teams, procurement, and project planning teams to finalize bid inputs. Qualifications & Skills Bachelor’s degree in Electrical/Electronics. 5–10 years of experience in bid estimation for Indian Railways/Metro Rail signaling & telecom projects. Strong knowledge of signaling systems such as panel interlocking, electronic interlocking, and automatic signaling. Good understanding of telecom systems including OFC backbone, SCADA, CCTV, PA, and passenger information systems. Familiarity with RDSO specifications, IRS standards, and Metro Rail tendering procedures. Proficiency in MS Excel, estimation tools, and ERP systems. Strong analytical, communication, and negotiation skills. Desired Attributes High attention to detail with strong numerical and analytical capabilities. Ability to handle multiple bids under stringent deadlines. Collaborative mindset with ability to work across engineering, procurement, and commercial teams.
